This month's news from the National Pharmacy Association...
Let’s seize this once-in-a-decade opportunity together

Since joining the NPA as chief executive, I have spent at least two days a week visiting NPA members – to make sure I truly understand their concerns and their priorities.
Something I’m hearing consistently is a call for unity in the sector, as it can often appear that the various leadership organisations are not aligned in terms of current public policy or the future.
Worse still is when this breaks out into public disagreements, which makes it harder for government and other stakeholders to engage seriously with the sector as a coherent lobby. Even among those representing independents, our many shared interests can sometimes be obscured by the noise of criticism, occasionally personal.
This has taken on even more urgency because of the publication this month of the 10 Year Health Plan for England. The plan lays out a clinically-oriented path for pharmacy and this is a journey best taken together.
Our priorities At the outset, can we all agree which of the many opportunities listed in the plan ought to be our priority for swift development? On the flipside, can we also stand together against potential dangers, for example the possible unintended consequences of the promise to create neighbourhood health centres in every community?
Then, what synergies can we all identify in terms of implementation? Let’s start with workforce, technology and public education, perhaps. Fortunately, we are not starting from zero co-operation.
In fact, there are many ways in which the pharmacy leadership bodies already work closely together – from patient safety and workforce to joint sponsorship of the All Party Pharmacy Group in Parliament.
What’s more, all the main organisations in pharmacy agree about the need for better funding; for progress on medicines shortages; and support a broad outline for the development of clinical services.
Our differences are often about the speed, scope and implementation of change, rather than the overarching principles. Ten years may seem like a long way away, but the clock is already ticking on the future of pharmacy.
With discussions on the next community pharmacy contractual framework due to begin shortly, it is vital that the government hears a coherent and joined up message from the sectornow.
There’s a huge opportunity to create a range of new ideas about how pharmacies work, but it’s essential to have clear, unififed voice on the essentials in order to have infl uence.
Now’s the time for everyone in our sector to set aside differences, work on areas where we agree, and co-ordinate - or risk setting back our cause by a decade!

NPA reveals Ask Your Pharmacist Week dates
Ask Your Pharmacist Week (AYP) will take place from 3-10 November. AYP is the foremost UK-wide public awareness campaign for community pharmacy, providing an annual platform for promotional activities and a prompt for conversations with stakeholders at local level about community pharmacyservices.
Many pharmacies also use the week as an opportunity to invite local politicians and dignitaries to visit, to learn about the skills and services on offer. More details will be released soon.

Putting NPA members first
Any profit made by the NPA (including NPA Insurance) is reinvested into services and support for members. It also funds our advocacy activities - making the case for investment in community pharmacy and raising the profi le of the sector.
We can do this because we have no shareholders to satisfy, unlike some other pharmacy bodies. Our clear mission is to help independent pharmacies to prosper, professionally and commercially.
A growth in NPA membership numbers – as more and more pharmacies saw the benefi ts of joining our ‘NPA family’ – has contributed to the overall positive numbers in this year’s accounts.
Meanwhile, the investment we have made in the Insurance Company and the Peach Brand allows us to make money outside of pharmacy, which we can then plough into supporting NPA members.
The NPA is constantly adding value to our membership offer – from improved access to pharmacy market data, to a suite of new resources on independent prescribing and marketing support.

- IMMUNISATION AWARENESS MONTH - August
Educating the public about the benefi ts of vaccines, dispelling myths and misinformation, andencouraging people to stay up to date with theirimmunisations.
- PSORIASIS AWARENESS MONTH - August
Raising awareness about psoriasis - aiming to educate the public and promote research into better treatments and potential cures.
NHS services changes
- Lateral Flow Device (LFD) Service (England): From July 2025, the reimbursement price of the LFD test kits provided as part of the LFD service has been reduced to £3.50 per 5 LFD tests (+ applicable VAT).
- Claiming Changes (England): From 1 July 2025, if one or more bank holiday occurs in the fi rst fi ve days of the month, claims must be submitted via MYS by the 6th of that month for all Advanced Services and Discharge Medicine Service (DMS).
• Pharmacy First (England): Pharmacies that wish to re-register for the Pharmacy First Service after de-registering will need to provide the service during their 30-day notice period and then wait for one month before they can re-register for the service.
- Pharmacy First and Pharmacy Contraception Service Upcoming Changes (England): Drafts of the updated clinical pathways and PGDs/clinical protocol for the Pharmacy First Service and the updated service specifi cation and PGDs for the Pharmacy Contraception Service to include oral emergency contraception have been published. Please note: All these documents are draft versions and must not be used until they are officially published by NHSE and a start date has been confi rmed.
- NHS Flu and Covid-19 service (England): Pharmacy owners providing the NHS Flu and Covid-19 service in 2025/26 will be able to select their own NHS England-assured IT supplier to use. Webinars from the Point of Care (PoC) system suppliers are available on FutureNHS where they explain their systems to support pharmacy teams choose the right PoC system for them. From 7 August 2025, pharmacies will be able to select their supplier selection.
- Discharge Medicine Service (DMS) (England): From 6 July 2025, pharmacy owners should use the shortened claim process for DMS activity undertaken from 1 July 2025 or started on or before 30 June 2025 but not completed.
- Flu Service 2025/26 (Scotland): The Seasonal Infl uenza Immunisation Programme 2025/26 has been released, which includes the requirements and eligibility for this season.
- NHS COVID-19 Service (England): For autumn 2025, the Covid-19 vaccination eligibility under the national programme has changed to be in line with the JCVI advice. Pharmacy teams should be aware of the changes ahead of the start of the service.

Meet your NPA Insurance team

I remember all too well the anxiety and concern in one member’s voice as he described how their old insurer had let them down when he needed expert advice – and fast. “My insurer couldn’t find me a specialist lawyer for three days.”
At NPA Insurance Ltd (NPAI) I’m so proud of our in-house legal team who have years of expertise supporting pharmacies. When someone is facing the most difficult moment of their career, it’s good to know there is always someone at the end of the phone to help, whether dealing with a complaint or a complex case that could end in court.
Real people you can trust Unlike other insurers where you might be referred on to a legal firm or an anonymous helpline, it’s good to know these are the real people you can call to deal with your crisis, were it ever to happen.
My background is as a clinical negligence and pharmacy lawyer with over 25 years’ experience specialising in complex medical negligence and personal injury claims.
Today, I’m so proud of the legal team we have at the NPA. I might be biased, but I believe they are the very best at what they do. No wonder the team won Claims Team of the Year at the prestigious National Insurance Awards in 2022 for their work supporting pharmacies through the Covid-19 pandemic.
There’s no one else I’d want in my corner. Alex Buchanan is general counsel at NPA Insurance and qualified as a solicitor in 2012. He is a healthcare and insurance lawyer and heads up the legal team handling professional indemnity, public and products liability and legal defence claims for NPA members and customers.
Allyn Rogerson is a clinical negligence solicitor who qualified in 2017. He worked for major regional partnerships before joining NPA Insurance in 2020. Nazmin Chowdhury is a solicitor with over seven years’ experience in medical negligence and personal injury.
Nazmin worked part-time as a pharmacy dispenser through law school – giving a unique perspective on the practical challenges faced by pharmacies.
Tabasum Zulfiqar is a chartered legal executive, with experience in clinical negligence, personal injury and data breach claims. Alicia Day is a solicitor who began her working life at the age of 16 in a local community pharmacy and began her legal career at a trade union firm in London, where she represented members from Unite, Prospect and the Police Federation.
Her work spanned personal injury claims and clinical negligence matters and represented families a ected by the Grenfell Tower fire. Alex, Allyn, Nazmin, Tabasum and Alicia deal with pharmacists every day on issues major and minor. No-one thinks the worst will happen, but it’s good to know who’s on your side should you ever need it.

Celebrating the Community Pharmacy Patient Safety Group
This year, the Community Pharmacy Patient Safety Group (CPPSG) celebrates its 10-year anniversary, marking a decade of dedication to improving patient safety through collaboration, education, and innovation in pharmacy practice.
The NPA is an active member Over the last 10 years, the CPPSG has made signifi cant strides in advancing patient safety. By developing and implementing best practice and educational resources, the group has helped reduce medication errors and near-incidents, further embedding a culture of safety within community pharmacies.
The CPPSG has sought to improve patient safety in several ways since its formation, including:
- The production of the Focus on Fentanyl training video for pharmacy staff
- The development and publication of well-established ‘look-alike-sound-alike’ resources
- The publication of a series of “share and learns” following patient safety incidents aimed at supporting improvements in practice
- Ongoing collaboration with external colleagues on safe labelling of liquid medicines • The development of a sodium valproate risk assessment and guidance
- The use of data to support the Department of Health and Social Care with its work
- The development of a suite of resources to support engagement with pharmacy schools.

Ashley Cohen joins Charac board as NPArepresentative
NPA board member Ashley Cohen has joined the board of health tech innovator Charac, as the NPA’s representative, following the signing of a partnership agreement in 2023.
The joint mission of the two organisations is to support independent pharmacies across the UK to become more sustainable and digitally enabled healthcare providers.
Ashley said: “I’m incredibly proud to be joining the board of Charac as the National Pharmacy Association representative at such a pivotal time. This is a dynamic, purpose-driven company with so much to offer the community pharmacy sector.
"As healthcare and technology become increasingly intertwined, Charac is uniquely positioned to improve patient access and help ease pressure on the NHS - supporting pharmacies to play an even greater role at the heart of primary care.”
Charac founder and chief executive officer, Santosh Sahu, said: “Ashley has long championed the role of pharmacies as vital local health hubs. We’re thrilled to have him with us as we continue to build the infrastructure and tools to help community pharmacies thrive.”
The NPA has invested substantially, by way of a loan, in the NHS integrated Charac app, which enables pharmacies to save time and easily digitise their services.

Pharmacy technicians (England, Scotland and Wales)
We’ve developed guidance and resources to support pharmacy owners in deciding whether and how registered pharmacy technicians can work under Patient Group Directions (PGDs) in community pharmacy settings. There’s also a dedicated resource for pharmacy technicians, helping them understand PGDs and their responsibilities when operating under one.
PGD Checklist (UK)
To help pharmacy owners deliver PGD services safely and efficiently, we’ve created a practical checklist covering key actions and requirements. It’s a quick way to ensure compliance and streamline service delivery.
Independent Prescribing (IP) FAQs updated (UK)
The IP FAQs resource has been updated following changes in funding for IP training and GPhC guidance. In addition, new FAQs have been added covering GPhC inspections of prescribing services, prescribing high-risk medicines (such as GLP1s for weight management and Botox) and undertaking remote consultations.
NPA accuracy checking SOP template
We have produced a template accuracy checking SOP that can be amended for use in pharmacies using ACT/ACD and automated technologies.

Level 3 pharmacy technician course
Our GPhC-accredited pharmacy technician course is designed to fit around you and your pharmacy. Over 27 months, trainees work through 22 structured learning modules and complete assessments that build both knowledge and confidence, without the need for classroom days or on-the-job training.
With flexibility and support, the NPA course helps trainees take the next step in their pharmacy career – at a pace that works for both you and them.
The advantage of the NPA course is that trainees can complete it while working in the pharmacy; there are no extra requirements for on-the-job training days. The course includes accuracy checking and covers a range of clinical, scientific and pharmacy topics such as actions of medicines, medical conditions, microbiology, medicines reconciliation and stock management.
We have a team of expert internal NPA assessors to support trainees and their supervisors throughout the course, with regular drop-in sessions available.
Assessments are a combination of written knowledge assignments and practical skills based assignments which involve evidence collection over time. All assignments are submitted online via e-portfolio software and are compiled into a portfolio of evidence. Knowledge assignments include:
• Multiple choice questions
• Short answer questions
• Case studies
• Calculations questions
• Other longer pieces of work, such as quick reference guides, presentations and other written resources.
In order to pass a knowledge assignment, trainees need to achieve 80% overall and have attempted all questions. Skills-based assignments include:
• Expert witness observations of trainees demonstrating specific skills
• Completion of logs, such as accuracy checking logs
• Professional discussions with an NPA assessor.
Course costs can be split over the two years. Trainees who successfully complete this course can then apply for registration with the GPhC as a pharmacy technician.

Scottish Government Long Term Condition FrameworkConsultation
NHS Scotland is facing signifi cant challenge with over a third of people in Scotland now living with at least one long term condition (LTC).
Management plans for LTCs have been, in the main, condition-specific, however the Scottish Government is looking now to take a cross-cutting approach to ensure equitable and sustainable access to services to benefit people with multiple long term conditions, while also providing services specific to conditions when required.
The NPA responded to the consultation with a resumé of how community pharmacy teams already support people with LTCs, citing references of innovative practice.

Record keeping for NHS services
We have released a superintendent update about record-keeping for NHS services, to clarify the principles and expectations around keeping effective contemporaneous records.
With the expansion of clinical services offered in community pharmacy, it is important that pharmacists and pharmacy teams fully understand and comply with the record keeping requirements set out in legislation, regulations, and service directions.
All pharmacy staff must be aware that poor recordkeeping can lead to serious risks, including patient safety incidents, with the potential for significant harm. The update can be accessed on the NPAmembership hub.
