PSNC issues counter proposals to DH

PSNC has published a summary of the counter proposals it has made to the Department of Health in response to its proposals for pharmacy reform.

The counter proposal sets out how community pharmacy services could be used in the short term to generate the savings the NHS needs to make through pharmacy, without a cut in funding. But PSNC believes that the service development proposals it made in February are the right way forward and it is working towards those in the medium to long term.

Proposals include:

  • A not dispensed scheme, where contractors would agree with patients which items were unnecessary and not dispense them for the usual professional fee plus a small non-dispensing fee
  • A therapeutic substitution service, where pharmacists would recommend alternative products to prescribers if a product from a target list was prescribed
  • A generic substitution service, where pharmacists would dispense generic alternatives in place of prescribed brands
  • Pharmacists to identify unnecessary prescribing for care homes
  • Allowing pharmacists to make emergency supplies at NHS expense
  • Payments linked to a range of quality indicators, such as having a consultation room, provision of advanced services, training staff as health champions, and access to the summary care record.
